The EDCAPS program
had been underway for over two years and various
components of the program had been procured
using a combination of procurement vehicles.
As a result, all of the EDCAPS components were
in different phases or stages of the development
cycle. The integration and coordination of each
of the EDCAPS components became a major concern
of the Department. After reviewing the status
of EDCAPS and several alternatives, the Department
decided to institute enhanced configuration
management processes and procedures. The objective
was to implement, baseline and benchmark EDCAPS
to assess overall capability and suitability.
IES established
a change control board and developed detailed
processes for that board. The IES team participated
in the execution of the change control board
as well. The team also established processes
to integrate development teams and systems testing.
