SOA and Web Services technologies can provide
powerful tools and capabilities to effect migration towards an
Enterprise Architecture (EA). IES led the first effort at HUD to
develop and apply a new methodology for designing its first SOA-based
replacement to one of Single Family Housing's many legacy systems.
IES led the development of a target EA for Single Family Housing
that was compliant with the HUD Vision 2010 EA for the Department.
The design for the pilot system was to replace a legacy web application
with a new portal that leveraged mainframe assets exposed as Web Services.
New methodologies and modeling artifacts were developed for the effort.
The designed business logic was based on a series of Business Process Execution Language (BPEL)
processes running in essentially an Enterprise Service Bus (ESB) configuration
on the Oracle SOA Suite. (The Oracle SOA Suite was based on the Oracle Appliation Server
as the J2EE platform.) The use of system adapters was explicitly incorporated into
the design to provide an abstraction layer for system integration, providing an example of how
Web Services can directly support EA migration. In addition, IES provided Project Management Support
Office (PMSO) services, managing the coordination of multiple contractors and integration
of multiple supporting efforts. IES also provided support for preparation of internal artifacts
to support the approval and acquisition of needed components, including the OMB 300 for the effort.
