In order for
the Portfolio Management Division to fulfill
its charter to focus on the financial management
of the real estate assets entrusted to Public
Buildings Service (PBS) and enhance the value
of the national portfolio, information systems
had to be deployed that supported the asset
and portfolio management function.
IES performed
a market analysis which provided an introduction
of the products which were on the market. Through
the review of the Portfolio Management Business
Design Document, high-level requirements were
identified that provided a perspective as to
what specific functions and tasks were required
of the marketplace to support PBS. Each product
was subsequently assessed against the requirement
list to produce an abstract of strengths and
weaknesses for each product. To support Portfolio
Management’s review and ultimate selection
of an automated system, selection criteria that
reflects industry approaches for selecting an
asset management system were required for use
by the department. This criteria was derived
directly from industry practitioners that have
recently selected or implemented an asset and
portfolio management system.
